Reporting to the Chief of Programs (COP), the Managing Legal Director (MLD) provides overall management of the Benefits Counseling Program (Program), a legal services program that currently includes two modes of services: Disability Benefits Program and Equal Access to Healthcare Program. The MLD serves as the lead attorney of the entire legal practice, and as such, is responsible for the quality of the legal services, as well as the training and professional development of the legal staff. The MLD regularly performs legal research and analysis on overarching, program wide legal practice issues. The MLD works closely with the COP to maintain client confidentiality and other professional responsibilities as required by the State Bar of California. The MLD leads overall program operations, and works closely with COP to ensure completion of all contractual goals.
The role of the MLD is dynamic, and demands a high level of strategic independent decision-making and innovation over a variety of issues and activities, such as designing and implementing new programs/events/trainings, redesigning the Program’s database interface to improve end-user experience and data collection efforts, and establishing new alliances with other agencies in order to fulfill the Program’s mission.
Position Responsibilities include:
- Management and Administration:
- Responsible for the overall supervision of the Benefits Counseling Program.
- Leads team meetings and conducts individual supervisory meetings.
- Oversees short and long range planning for the Benefits Counseling Program, to include setting strategic direction and development of effective program services, policies and procedures.
- Oversees program outcomes for government contracts and works in collaboration with the COP to ensure all program goals (e.g. units of service, satisfaction surveys) are met.
- Works closely with the COP to determine appropriate staffing and service levels in accordance with program budget.
- Leads hiring process and provides supervision and evaluation for all Benefits Counseling staff.
- Ensures that the COP is fully informed of program activities, recommendations, decisions and program initiatives, particularly as they affect PRC’s overall operations.
- Oversees ongoing research, dissemination and delivery of technical training materials for staff, Provider Trainings and other trainings.
- Supervises the development and maintenance of the program databases, forms and procedures; works with management team to develop, coordinate and manage agency services.
- Maintains and enhances strategic relationships within the community and cultivates potential collaborations or partnerships that could enhance the program and services.
- Acts as the primary spokesperson for the Benefits Counseling Program
- Prepares program reports as necessary.
- Resolves client complaints as necessary.
- Benefits Advocacy Oversight:
- Assessment: Supervises Benefits Counseling staff in performance of individual assessment of client needs related to health insurance and income benefits.
- Benefits Advocacy: Supervises Benefits Counseling staff in assisting clients to apply for public benefits.
- Hearings: Supervises Benefits Counseling staff in preparing cases for appeal before Administrative Law Judges.
- File Management: Supervises Benefits Counseling staff in creating and maintaining confidential client files and updating databases. Oversees client confidentiality components of the front desk, IT system, Units of Service billing and other monthly statistical reporting.
- Policy Analysis and Outreach: As requested by the COP, identifies and analyzes healthcare issues affecting people living with HIV/AIDS at the local, state and federal levels; collects and analyzes data, produces and presents reports; participates in community efforts such as provider meetings in improving healthcare access for people living with HIV/AIDS; plans and performs regular, comprehensive community outreach.
- Active member of the CA State Bar required.
- At least five years of benefits counseling experience, or at least seven years of full time legal work experience.
- Demonstrated ability in leadership, program management, supervision and training.
- Advanced skills in one-on-one benefits advocacy and representation.
- Advanced skills in creating and delivering trainings and presentations.
- Demonstrated ability to manage databases and redesign database interface as needed.
- Demonstrated ability to handle escalated client situations.
- Superior knowledge in benefits counseling related to HIV/AIDS, mental health issues, and state and federal disability benefits.
- Ability to be sensitive to and work well with low-income individuals, people with psychiatric disabilities, people with HIV/AIDS, people of color, active drug users, people with a history of homelessness or incarceration, and people in the LGBTQ community.
- Demonstrated ability to lead teams and work with staff with diverse backgrounds.
- Bilingual and bicultural (Spanish, Cantonese, Mandarin, Arabic, Vietnamese or Russian) highly desirable.
- Familiarity with mental health issues, HIV/AIDS, and state and federal laws and programs impacting healthcare access for people living with HIV, e.g. such as OA-HIPP, ADAP, SSI, SSDI, Covered California, Medicare and Medi-Cal.
- Knowledge of harm reduction theory and practice as applied to legal services.
