SSA quietly updated their rules for the collection of Title II overpayments for individuals who are making installment payments towards the overpayment (because they were unable to make a full refund in a single payment), and who are not in current pay status with the agency (meaning that benefit withholding is not available).

Previously, the minimum acceptable monthly payment for these individuals was $10 per month; however, as of October 1, 2025, the minimum monthly payment required is now $50. This presents a significant burden individuals facing Title II overpayments. NOSSCR will continue to advocate for overpayment reform.
